为科学合理地评价区域水资源管理现代化水平,采用综合指标评价法建立了多层次的可变模糊评价模型,利用模糊层次分析与一致性检验法确定指标权重,并以徐州市为例,对水资源管理现状进行了综合评价。结果表明,徐州市水资源管理水平处于初等现代化阶段,呈现与水利现代化水平相适应的特征,可见该模型可充分利用客观与主观分析的优点,具有较好的可信度和适应性。
In order to scientifically and reasonably evaluate the level of modernization of regional water resources management, a multi-level variable fuzzy evaluation model was established by the comprehensive index evaluation method, and the index weights were determined by fuzzy analytic hierarchy process and consistency test. Taking Xuzhou as an example, Resource management status of a comprehensive evaluation. The results show that the level of water resources management in Xuzhou is in the elementary modernization stage and shows the characteristics of adapting to the modernization of water conservancy. It can be seen that the model can make full use of the advantages of objective and subjective analysis, and has good credibility and adaptability.
