国家实施成品油价税费改革后,政府还贷二级公路收费逐步取消。除高速公路、一级公路外,国道、省道干线公路、农村公路将基本成为非收费公路。公路建设投融资渠道减少,制约了非收费公路建设的发展。本文结合改革实践,对非收费公路的管理体制、投融资机制进行探讨,提出了拓展非收费公路建设投融资渠道的设想。
After the state implemented the reform on taxes and fees on finished oil prices, the fees charged by the government for repaying secondary roads were gradually canceled. In addition to highways, a highway, State Road, provincial highway, rural roads will basically become non-toll roads. The reduction of investment and financing of highway construction has restricted the development of non-toll road construction. Based on the reform practice, this paper discusses the management system of non-toll highways, investment and financing mechanisms, and proposes the idea of expanding investment and financing channels for non-toll highways.
