公共部门绩效评估作为行政管理的一种手段越来越成为人们关注的对象。由于我国在公共部门绩效评估领域无论是理论研究还是实践应用方面都起步较晚,因此,有必要引用国外一些起步较早的发达国家的做法,将法律引入到绩效评估中来,以确保评估过程的顺利,评估结果的公正。但是,我国与国外的情况又不尽相同,不可能完全照搬外国的先进经验,因而,探讨出一套适合我国公共部门实际需要的规范绩效评估的法律机制十分重要。
As a means of administration, public sector performance appraisal has become the object of more and more people’s attention. Since our country has started late in the field of performance evaluation of public sector both in theoretical research and practical application, it is necessary to cite some foreign practices of earlier developed countries to introduce the law into the performance evaluation so as to ensure that the assessment process The smooth, fair assessment of the results. However, the situations in our country and abroad are different and it is impossible to completely copy the advanced experience of other countries. Therefore, it is very important to explore a set of legal mechanisms to standardize the performance evaluation that suits the actual needs of our public sector.
