2012年以来,湖南烟草商业系统营销战线紧紧围绕“卷烟上水平”战略方针和“四有”发展目标,以“1+5”目标任务为工作重点,以品牌培育为第一要务,从品牌规划、市场调控、终端需求三个层面把握市场导向,从工商协同、低焦培育、两个延伸三个角度创新工作方法,着力构建工商零一体面向消费者的卷烟营销体系,有效推进全省市场营销上水平和品牌培育上水平。
