Many experts studying environmental issues consider technology to be the culprit in the deterioration of environmental quality. In contrast, I think the lack of technological change and development rather than the technology itself aggravates the environmental pollution in many countries. Compared with many developing countries and the former Soviet blocs that inherit the outmoded technologies, the environmental problems in Japan and some Europe and the United States in the most advanced technology are much softened. Second, economically developed countries have shifted from the production of primary commodities such as steel to higher value products such as electronics, cars and information technology products. Finally, the improvement of environmental quality depends on economic growth,
