从管理和业务指导工作角度上看,有以下几个问题值得研究: 一、“重点”问题 冯子直同志在全国机关档案工作会议上指出:“国家档案局在管理全国档案事业的同时,重点负责中央级档案工作。省级档案局在管理全省档案事业的同时,重点负责省级的档案工作”。这里所讲的中央或省一级的档案工作包括这一级的档案馆工作和机关档案工作。冯局长讲的这一点是完全正确的。第一,它符合《档案法》规定的“统一领导、分级管理”的原则。各级的机关档案工作,各级档案行政管理部门不主动抓,谁去抓?上级不可能抓得这么细,下级无权抓,主要靠各级自己抓。第二,从某一个角度讲,抓了直属机关也就间接地抓了全国或一个地区。因为全国上下各行各业,有着行政领导、指导或行业专业上的自然联系。各个机关的档案工作是各个机关工作的组成部分,自然也存在这种联系。第三,这样做,符合中央历来提倡的发挥两个积极性的指导思想。因为主管机关在本系统、本行业、本专业中的地位和领导或指导关系,决定了它在解决和处理其下级机关档案工作事务中的权威性和有效性。第四,实践已经证明,这样做是行之有效的。现在的问题是,在一些地方,这个“重点”思想没有很好落实。一些搞业务的同志,往往喜欢往下跑,不愿意在直属机关下功夫。一些负责?
