为解决节水灌溉发展中出现的问题，保证其健康发展，在《中国灌溉农业节水规划》研究基础上，提出了关于节水灌溉的三个体系：技术体系、标准体系和效益体系，供节水灌溉发展决策时参考。
In order to solve the problems occurred in the development of water-saving irrigation and ensure the healthy development, on the basis of the research of “Water-saving Plan of Chinese Irrigation and Agriculture”, three systems about water-saving irrigation are put forward: technology system, standard system and benefit system for Water Saving Irrigation Development Decision Reference.
