基础教育均衡发展,是关系到教育发展的整体战略问题。我国基础教育非均衡发展问题由来已久,体现在城乡、区域、校际及群体等方面,从我国教育政策方面的因素来说,这主要与国家现行的教育转移支付制度以及教育资源城市偏向性等因素有关。为此,政府教育政策应在原有基础上进行新的重大调整:更新理念;创新机制;科学评估;完善制度。
