一、为了防止国有资产在企业结构调整中遭受损失,根据国务院《关于加强国有资产管理工作的通知》(国发[1990]38号),制定本规定.二、本规定适用于省、自治区、直辖市人民政府或其授权的市(设区的市或相当于设区的市一级)人民政府,或国务院有关产业主管部门根据国家有关政策批准关闭和停业或因其他法定原因而终止的国营企业(以下简称关停企业).季节性停业,因整顿、限产形成的临时停业不适用本规定. I.
