土石围堰施工应急能力成熟度评价

为定量评估土石围堰施工应急能力,提出一种应急能力成熟度评价方法。首先,从事前、事中、事后三个方面构建土石围堰施工应急能力成熟度评价指标体系,其中包括3项一级指标,8项二级指标,25项三级指标;然后,建立土石围堰施工应急能力成熟度评价模型,选用熵值法对评价指标重要性进行排序,并运用突变级数法和多目标线性加权函数法计算土石围堰施工应急能力成熟度总得分;最后,运用该模型量化评估我国某土石围堰施工应急能力成熟度,得到该土石围堰施工应急能力水平。结果表明,该土石围堰施工应急能力成熟度属于程序级,与实际施工应急水平相符,验证了该模型的有效性与可行性,可用于实际工程土石围堰施工应急能力评价。 In order to quantitatively evaluate the emergency response capability of earth-rock cofferdam, a method to evaluate the maturity of emergency capability is proposed. First of all, before the incident, after the incident, after the construction of three aspects of earth-rock cofferdam emergency response capacity maturity evaluation index system, including three first-level indicators, eight second-level indicators, 25 third-level indicators; Weir construction emergency capability maturity evaluation model, the use of entropy method to rank the importance of evaluation indicators, and the use of mutation series method and multi-objective linear weighted function method for calculating the total capacity of the rockfill cisteria emergency response capacity maturity; Finally, the use of the The model quantitatively evaluates the maturity of construction emergency capacity of a rock-fill cofferdam in our country and obtains the emergency response capability of the earth-rock cofferdam. The results show that the maturity of emergency response capability of this earth-rock cofferdam belongs to the program level, which is consistent with the actual emergency level of construction. The validity and feasibility of the model are verified, which can be used to evaluate the emergency response capability of the earth-rock cofferdam.
