经过15年的艰苦谈判,在履行加入世界贸易组织(WTO)全部法律程序后,2001年12月11日中国正式成为WTO第143个成员。加入WTO,对我们意味着什麽?其利何在,其弊何在,怎样通过努力,力争做到利大于弊?我们从法律上制度上应该怎样做好应对?许多新的问题要求我们深入思考、认真研究。一、应对入世,必须深刻理解、全面把握WTO规则的本质特征加入WTO标志着中国对外开放进入了一个新阶段,我们将在更大范围内和更深程度上参与经济全球化。加入WTO,对于我们深化改革、扩大开放和加快社会主义现代化建设,既是新的机遇,又是严峻挑战。抓住机遇,迎接挑战,开拓进取,发展自己,首先要求我们研究、熟悉并学会运用WTO规则,从法律上制度上积极作好应对,因为WTO本身就是以强制性的规则为基础的政府间
After 15 years of hard negotiations, on December 11, 2001, China formally became the 143rd member of the WTO after fulfilling all the legal procedures for joining the World Trade Organization (WTO). What do we mean by joining the WTO? What are the benefits? What are the disadvantages? How can we strive to achieve greater benefits than the disadvantages? How should we deal with the legal system? Many new problems require us to think deeply and seriously the study. First, in order to join the WTO, we must profoundly understand and fully grasp the essential features of the WTO rules. Joining the WTO marks China’s opening up to a new stage. We will participate in the economic globalization to a greater extent and at a deeper level. The accession to the WTO is not only a new opportunity but also a severe challenge for us to deepen reform, expand opening up and speed up the socialist modernization drive.
