The revitalization of the railway is a key factor for the balanced development of all modes of transport. The EU’s railway transport policy has basically been fixed in the form of legislation, requiring all member states to change their legal forms. Over the years, the EU has set itself the goal of establishing a unified European railway market by strengthening the universality of the European Union’s railways, further opening up the railway transportation market and making efforts to establish a unified European railway system. The EC railways finance mainly through public budgeting, private investment, road transport charges and internalization of external costs so as to maximize the interests of the transport industry.
