科研成果向生产部门转移是科研管理工作中的一个比较重要的问题。这个问题可以分成两大部分来讲,一是科技成果向生产转移;二是科研机构在转移中的作用以及怎样从其他单位转移成果。先谈谈“利马宣言”。联合国工业开发组织(UNIDO,总部在奥地利首都维也纳),于1975年在秘鲁首都利马召开过一个很重要的会议。在这次会议上决定,到本世纪末,发展中国家国民生产总值要占世界国民生产总值的25%,1975年发展中国家国民生产总值只占世界的8%。1980年 UNIDO 又在印度首都新德里召开了一次会议,这一年发展中国家国民生产总值只占世界的9%。如果到本世纪末,发展中国家国民生产总值要占世界四分之一的话,就还有很长一段路要走。我讲这个问题就是想强调这么
The transfer of scientific research achievements to production departments is a more important issue in scientific research management. This issue can be divided into two parts, one is the transfer of scientific and technological achievements to production; the other is the role of scientific research institutes in the transfer and how to transfer the results from other units. First talk about “Lima Declaration.” The United Nations Industrial Development Organization (UNIDO, headquartered in Vienna, Austria) held a very important meeting in Lima, Peru, in 1975. At this meeting, it is decided that by the end of this century, the GNP of developing countries will account for 25% of the world's GNP.
