四川省彭山县二轻局在省财务工作协作经验交流会上介绍了层层推行经营承包责任制的情况。企业向局承包的指标有:工业总产值(销售收入)、利润、上交(管理费、合作事业基金)。附加指标有:可比产品单位成本中工资含量不增加、人身安全、设备完好、会统核算及计划生育等。企业承包组(人),分别不同情况,采用不同形式把承包指标与经济利益挂起钩来。承包组除一次人平基础奖(10、15、20元)外,承包指标与岗位津贴挂钩和超利润按比例分成;承包指标与工资挂钩,实行浮动和超利润按比例分成;承包指标以供、产、销一条龙与工资挂钩,实行联销计酬和超利润按比例分成。分配比例采用基数利润分成和超利润分成。根
