资金紧缺是我国交通建设面临的主要矛盾之一,提出拓宽交通建设融资渠道,除了财政拨款、征收费税和银行贷款之外,可视情况适当采用公路专项基金、TOT、BOT、债券融资、吸收私人资本、权益质押、资产证券化、设立公路产业投资基金、捆绑、借壳上市方式融资方法,以提高交通建设的规模。
Shortage of funds is one of the major contradictions facing China’s transport construction. It is proposed to broaden the financing channels for transport construction.
