实施背景2004年12月,北京市人民政府将北京国际电力开发投资公司和北京市综合投资公司合并重组为北京能源投资(集团)有限公司(简称京能集团),并赋予京能集团作为北京市电力能源投资建设平台的功能。当时集团虽然具有一定的规模,但业务发展源于两家投资公司,行业分散,且不成规模。当时,京能集团总资产约260亿元,包括电力能源、房地产及置业、高科技及实业和金融证券4个业务板块(分别占集团总资产的67.3%、17.8%、10.6%和4.3%),102家投资企业,涉及20余个行业。面对如此分散的投资业务,为了达到集中优势资源实现跨越发展的目的,进行战略变革成为集团内部整合发展的迫切
