洛阳作为我国六大古都之一,文物古迹繁多,具有雄厚的旅游资源,可是,洛阳旅游资源的优势远未充分发挥,国内外游人大大少于杭州、广州、北京、西安这些旅游“热点”城市。来洛游客主要分布在四、五月份“牡丹花会”期间,主要游览项目也集中在洛阳市内及近郊的龙门、关林、白马寺。这就是说,由于整个洛阳旅游区的开发还不够广泛,具有旅游吸引力的景观点还不够多。因而导致了来洛旅游人数在季节与景观点分布上的不平衡。旺季忙不暇应,淡季无人问津;市内车马难行,远郊冷冷清清,使得整个洛阳旅游区的经济效益无法全面地提高。其实,在洛阳旅游区内,具有开发价值的景观点很多(如图)。有秩序地建设开发这些地方,使
