文化是软实力的核心构成和重要载体,是体现文化软实力的价值根基。但是,文化不等同于软实力。只有先进文化在有效的传播过程中,才能彰显和体现出文化软实力。就文化本身角度来讲,文化软实力主要包括价值观和思维方式以及文化载体、文化传播能力四个层面;就文化作用角度来讲,文化软实力主要体现在国际交往层面的文化软实力、国家内部层面的文化软实力。其中,国际交往层面文化软实力的主要表现形态,集中体现在价值观具有普世性、文化载体和文化传播能力具有先进性、善待他国家和民族文化、国家形象具有强大的魅力、国家发展模式具有影响力、在国际上具有公信力与支持力等方面;国家内部层面文化软实力主要表现形态,既体现在国家文化力、区域文化力、组织文化力上,又体现在国家竞争力、民族凝聚力、社会稳定力、制度文明力、发展持续力、国民发展力上。为此,文化软实力在发展战略上应当着眼于先进价值观和制度文明建设、文化事业和文化产业建设、文化传播媒介建设与文化传播艺术研究以及提高经济社会发展水平。

To this end, the development strategy of cultural soft power should focus on advanced values and institutional civilization, the building of cultural undertakings and cultural industries, the construction of cultural media and the art of cultural communication and the promotion of economic and social development.
