社区是社会的基本单元,是社会管理最重要的载体。党的十八大报告明确提出:“加强基层社会管理和服务体系建设,增强城乡社会服务功能。”从2011年开始,山东省泰安市泰山区和菏泽市相继启动了“律师会客厅”、“社区律师工作室”的创建工作,组织律师等法律服务人员点对点扎根社区,初步构建了基层律师法律服务网络,在创新社会管理上探出了新路子。一、创建“律师会客厅”和“社区律师工作室”的初衷(一)着眼于加强和创新社会管理,筑牢维护社会稳定的第一道防线。近年来,随着城乡一体化进程加快推进和经济社会飞速发展,涌现出大量影响社会
