根据对陕西关中七大灌区的实地调研,采用水费承受指数计算水价,研究结果表明,七大灌区水价具有一定上涨空间。选用水费占农业总产值10%、占农业生产成本15%和占农业净收益13%等三个指标计算水价,7个灌区水价上涨空间分别为0.133元/m3~0.339元/m3、0.028元/m3~0.077元/m3和0.005元/m3~0.131元/m3。水价上涨后农户的承受能力表现出区域差异,洛惠渠、宝鸡峡、桃曲坡等3个灌区承受能力介于41.2%-70.0%之间,石堡川、羊毛湾、泾惠渠等3个灌区介于18.0%-26.7%之间,东雷抽黄灌区介于28.8%-38.8%之间。农户承受能力高低与种植结构密切相关。
According to the field survey of the seven major irrigation areas in Guanzhong of Shaanxi Province, the water price index is used to calculate the water price. The results show that the water prices of the seven major irrigation areas have some room for growth. Water consumption accounted for 10% of total agricultural output value, accounting for 15% of agricultural production costs and agricultural net income of 13% of the three indicators of water prices calculated, seven irrigated water price rose space were 0.133 yuan / m3 ~ 0.339 yuan / m3, 0.028 yuan /m3~0.077 yuan / m3 and 0.005 yuan / m3 ~ 0.131 yuan / m3. The affordability of farmers showed a regional difference after the water price rose. The three irrigation districts of Luohui Canal, Baojixia, Taquapo and so on were between 41.2% and 70.0%, with Shi Bao Chuan, Wool Bay and Jing Hui Qu et al.3 The irrigation areas ranged from 18.0% to 26.7%, and the Donglei pumping yellow irrigation areas ranged from 28.8% to 38.8%. The level of farmers’ ability to bear is closely related to the planting structure.
