目前,武汉市还有不少停产、半停产、甚至濒临倒闭的特困企业。一到年终,就有一些困难户向政府要优惠政策(如免税、财政退库、增加贷款等),要特困补助。我们认为,用补助、救济的办法,只能助长企业的惰性,造成恶性循环。因此,我们必须改变思路,多层次、多角度地寻找企业脱贫致富的出路。一、对那些产品质次价低成本高,库存积压严重,但符合国家产业政策,有一定潜在市场的亏损企业,尤其是其中的亏损大户,要坚决实行限产整顿或停产整顿。整顿期间要停止其一切政策性的“输血”,要通过对分配制度、用工制度、干部人事制度的改革来增强干部职工的危机感和紧迫感,要切实加强质量管理和成本管理,搞好财务管理和会计核算的基础工作,深化企业内部改革,转换经营机制,增强企业活力和发展后劲。
