随着改革的不断深化,特别是在用工制度和劳动人事制度的改革中引入竞争机制,优化劳动组合之后,使企业不仅面临待业青年需要安置,又面临一个特别是实行经济效益与工资总额挂勾劳动组合之后的富余人员——部分富余职工削离出来如何转业创收的问题。这两个问题不解决好,就会影响改革的深化,能否维护工人的合法权益问题、职工队伍的安定,从而影响企业经济效益和社会效益的提高。我们在“安置,创收、增收”方面的主要做法是:
