中央人民政府政务院已于二月八日发布了「关于大力开展群众性的防旱、抗旱运动的决定」。这是一个对战胜灾荒完成全年农业丰产任务带有根本性的措施。必须认识,旱灾对于我省农业生产的危害是具有历史性和普遍性的。历年来的事实证明,水灾、雹灾及其他灾害虽然为害也很大。而旱灾的为害则更大,常常普及几十个县以至全省。它对抗美援朝、经济建设、物价稳定与人民生活的影响,是十分严重、十分深刻的。目前春耕时期已经到来,由于全省冬季降雪稀少,旱象日益明显;加以兴县、忻县两专区去年遭受旱灾,约有二百万人口的地区正在进行着艰苦的生产救灾工作。各级政府务须充分地认识到这种严重的情况,立即动员起来,发动群众,大力开展群众性的防旱、抗旱与生产救灾 The Central People’s Government’s State Council has released “Decision on Vigorously Promoting Mass Drought and Drought Relief Campaign” on February 8.
