近年来,药品费用在我国医疗费用开支中一直占有相当大的比例,在享受医疗保障人群中表现尤为明显,因而控制药品开支对基金收支平衡有着重要的现实意义。1993年以后,公费医疗、劳保医疗、大病统筹相继采取了目录法对药品进行管理。国务院1998年12月颁布的《国务院关于建立城镇职工基本医疗保险制度的决定》明确提出,仍采用目录法对药品进行管理。但目录法管理本身也存在一些不容忽视的问题,急待进一步完善。
In recent years, the cost of medicines has always occupied a considerable proportion in the medical expenses of our country and has been particularly evident in the people enjoying medical security. Therefore, controlling the expenditure on medicines has an important practical significance for the balance of payments of the funds. After 1993, public health care, medical insurance, serious illness and overall planning have adopted a directory of drugs to manage. The Decree of the State Council on Establishing the Basic Medical Insurance System for Urban Workers promulgated by the State Council in December 1998 clearly states that the pharmaceutical industry should still be managed by the Catalog Act. However, there are also some problems that can not be ignored in the management of directory laws and are in urgent need of further improvement.
