政务微博,是指我国政务机构和相关人员以政务(或公务)名义开设的、以传播政务(或公务)信息为主的一种微博账户和内容形态,它是近年来中国社会中官民之间进行意见交流的新兴渠道。从政治传播学的研究视角,本文选择政务微博为研究对象,分析政务微博的传播模式以探究政务微博在社会政治生活中所发挥的作用。通过对政务微博的博主传播者1特征、传播内容、传播行为等三个方面的分析,本研究认为,目前我国政务微博在政治生活中所发挥的作用大抵属于“沟通政治”的范畴,其本质是一种意见民主,即政务机构和政(公)务人员通过微博将政策和法规等信息传达给公众,后者以转发微博或评论等方式给予反馈,力图沟通官民,使上下通达,但是在多大程度上能够有效影响相关部门的政治决策,实现真正意义上的民主政治,仍有待研究。

Through the analysis of the characteristics, content and communication of Blogger Bo in government micro-blog, this study argues that at present, the role played by our government microblog in the political life probably belongs to “communication politics” The essence of which is a kind of opinion democracy, that is, government agencies and government officials send information such as policies and regulations to the public via Weibo, and the latter give feedback in the way of forwarding microblogs or comments, trying to communicate with government officials , So that up and down, but to what extent can effectively affect the relevant departments of political decision-making, to achieve a true sense of democracy, remains to be studied.
