出租车业内的利益分配不公、司机处境艰难等问题,早已是尽人皆知2011年8月1日至3日,杭州发生出租车大规模停运。出租车司机们称在当前高油费、高运营规费和交通堵塞的多重挤压下,获利空间日见狭小、难以生存,只能采取罢运来引起政府重视,并提出了减少“份钱”(承包运营租金)、提高起步价、降低规费等诉求。据报道,当时杭州全部8000多辆出租车中,近2/3参与了罢运。
