中国政府对风电产业的鼓励政策,使中国短期内从风电装备制造空白变为全球制造中心,风电装机容量也迅速增至全球第一。但与此并行的,却是“弃风限电”的低并网率。政策所导致的风电产业链上下游发展不平衡,是风电产业“高装机容量、低发电量”的重要原因。通过对国外风电并网政策的比较和总结,借鉴其先进经验以调整中国风电产业链的利益分配,保证产业链各环节的规模匹配与技术衔接,从而提高风电并网比率。
The Chinese government’s encouragement policy for the wind power industry has enabled China to short-circuit the manufacturing of wind power equipment to a global manufacturing center and the installed capacity of wind power has rapidly risen to the top in the world. However, in parallel with this, it is “low wind power grid” low grid rate. The unbalanced development of the upstream and downstream of the wind power industry chain caused by the policies is an important reason for the “high installed capacity and low power generation” in the wind power industry. Through the comparison and conclusion of foreign wind power grid integration policies, it draws on its advanced experience to adjust the interest distribution of China’s wind power industry chain, and ensure the scale matching and technology convergence in all aspects of the industrial chain, thus improving the wind power grid integration ratio.
