近几年来,中央政府出台了不少调控政策,试图稳定房价,但效果却不理想。其原因主要是现行的房地产宏观调控政策本身出现了偏差:即现行政策试图通过税收减免、土地供给及套型比例控制等政府管制措施,来诱导和迫使开发商提供满足中低收入家庭住房消费需求的低价住房。但由于政府的管制成本太高,政策调控目标难以实现。因此,现行调控思路需作调整,政府应直接参与低价住房的建设与管理,以保障低收入家庭的住房需要:一是扩大现有廉租住房保障体系,使其成为我国住房保障体系的主体;二是确定享受住房保障体系的标准与条件;三是信息公开。
