I. Preface In the continuous casting operation, in order to avoid the entrainment of tundish slag and ensure the quality of billet, the tundish must maintain a certain molten steel level, and when the pouring is completed, a considerable amount of residual steel remains. The amount of remaining steel in the package directly affects the casting billet rate and the consumption of steel material. Over the years, domestic and foreign continuous casting manufacturers, in order to solve this shortcoming of continuous casting production conducted a lot of research and experiments. Such as the use of bag expansion method to ease the molten steel casting process fluctuations in the level, but can not reduce the amount of residual steel in the package; the end of the ladder package can reduce the amount of steel in the bag, but sacrifices some of the buffer capacity. The second steelmaking plant of WISCO had carried out expansion and reconstruction of the continuous casting medium package (expansion of 65%) in 1984,
