近年来,金融业成了中国经济的一个焦点。不少地区资金短缺,现金匮乏,寸头不足。于是相应地,一些奇奇怪怪的现象便应运而生。有人说,近年来中国已出现了“五条登科”现象。这“五条”指的是——卖粮卖货收“白条”,邮局取钱取“绿条”,企业商店发“红条”,来往帐目打“黄条”,“大耳窿”(高利贷)偷偷放“黑条”。虽然“五条”现象只是局部现象,但却引起了中央的高度注视,并多次强调不准向农民打“白条”等等。中国人已深深认识到,“条子”问题再不解决,便可能使“条子”成为仅次于人民币的“第二支付手段”,于国于民祸患无穷。
