近两年来,我镇围绕富民强镇总目标,以加强村级班子建设为切入点,大力拓宽选人视野,动员14名能人回村任党支部书记。这14名能人中,个人资产超过百万元的民营企业家有8位,千万元资产的有4位。在能人书记的带领下,后进村局面迅速打开,集体经济快速发展壮大,村容村貌大为改观,基层党组织的执政能力得到了提高。突破旧思路,脱困用能人。平谷区王辛庄镇共有23个行政村,镇党委经过摸底排队,莲花潭、齐各庄、西古等14个村被列入后进村范围。这些村发生所有问题的关键原因就是班子软,特别是在党支部书记这一关键岗位上的人综合素质低,难以推动工作。比如西古、莲花潭等村,曾在一年内换了四五任党支部书记,均没有扭转村务工作的被动局面。多数村历史遗留问题过多过重,一直困扰着“两委”班
