党的十三次代表大会,总结了建国以来党的历史经验,特别是经济建设的历史经验,提出我国现阶段还处于社会主义的初级阶段,必须坚持改革、开放,树立以生产力为标准,发展社会主义商品经济的思想观念和路线政策,在此基础上制定我国近期和中长期的发展规划。最近召开的党的十三届三中全会,又决定明后两年以治理经济环境和整顿经济秩序为改革的重点。 The 13th National Congress of the Party summarizes the party's historical experience since the founding of the People's Republic of China, especially its historical experience in economic construction. It argues that our country is still in the initial stage of socialism and must adhere to the principles of reform and opening up and establishing a Socialist concept of commodity economy and the concept of line policy, on the basis of which China's medium and long term development plan. The recently held 3rd Plenary Session of the 13th CPC Central Committee also decided that the next two years should be the focus of the reform in order to govern the economic environment and rectify the economic order.
