公共部门人力资源开发关系到党和国家的建设,任何政策的实施,主要依靠公共部门人力资源。本文以基层公共部门人力资源的开发为对象,研究其现阶段开发存在的问题,从理念、培训、教育等方面整合、建构一系列机制,完善与创新基层公共部门人力资源的开发,以改进、优化基层公共部门人力资源开发的效果,促进我国人才质量的提高。
