抓好城市民兵组织建设,必须适应时代的发展,紧紧围绕市场需求和战场要求,在改革中创新,在创新中发展。从我县实际来看,当前应重点解决好五个问题。一、解决好武装机构的设置和专武干部的配备问题。企业民兵是城市民兵的主体。凡生产经营稳定,适龄青年在500人以上的企业均应设立武装部,配备专武干部。规模较大的企业,除配备武装部长以外,还可以配备副武装部长和干事。不符合设立武装部条件的企业,必须指定专人负责民兵
