根据可变集的辩证法基本规律数学定理,提出城市洪涝易损性评价可变集方法.提出以指标相对差异度表示的综合相对隶属度多指标非线性模型,其特点是以辩证哲学与数学为指导,依据质量互变定理给出城市洪涝易损性评价中相邻两级(h与h+1级)指标标准区间值交点的相对差异度等于零.依据对立统一定理给出落入h与h+1相邻两级的相对隶属度之和等于1.方法依据的理论严谨,计算简便.列举了湖南省29座城市的洪涝易损性评价实例,并与模糊综合评判法、模糊集对评价法的评价结果进行了比较与分析,指出其存在的问题及原因.
