近年来,我区预备役军官队伍建设在各级党委和政治机关的高度重视下,本着政治合格、数量适当、分布合理、素质良好、动员快速的原则,狠抓各项工作落实,取得了明显的进步。 一是登记率稳步上升。2002年转业安置在西南五省(区、市)的转业干部转服预备役登记率99.68%,比去年增加0.5个百分点。二是文化素质逐年提高。全区现有预备役军官中,大专以上文化程度的比例由去年的58%增至60%。其中研究生增加0.3个百分点,大学本科增加1.2个百分点。三是年龄结构形成梯次。师职平均50.5岁,团职平均43岁,营职平均40.5岁,连职平均38岁,排职平均30.5岁。四是转服人员比例增大。服过现役的占87.5%,未服过现役的占12.5%,随着转服人员数量的增多,有利于预备役部队战备训练。五是分布渐趋合理。云、贵、川、藏、渝地区预备役军官绝大多数分布在大中城市和经济较发达地区,并向边远地区辐射,便于联系、集结和组织开展活动。
In recent years, the ranks of reserve military officers in our district have attached great importance to the party committees and political organs at all levels and have adhered to the principle of being qualified politically, appropriately in number, well-distributed, of good quality and quick in mobilization, improvement. First, the registration rate increased steadily. In 2002, the number of rehousing relocated cadres in the five provinces (autonomous regions and municipalities) in the southwestern provinces reached 99.68% of the reserve transfer rate, an increase of 0.5 percentage point over the previous year. Second, cultural quality is increasing year by year. Among the existing reserve officers in the region, the proportion of people with post-secondary education has increased from 58% last year to 60%. Among them, graduate students increased by 0.3 percentage points and undergraduate degrees increased by 1.2 percentage points. Third, the formation of echelon structure. The average teacher age is 50.5 years, the average age of the group is 43 years, the average job-holding age is 40.5 years, the average continuous job average is 38 years and the rank-and-file average is 30.5 years. Fourth, the proportion of service personnel increased. 87.5% served in active service and 12.5% did not serve in active service. As the number of service personnel transferred increases, it is conducive to the readiness training of reserve forces. Fifth, the distribution has become more reasonable. The majority of reservists in the areas of Yunnan, Guizhou, Sichuan, Tibet and Chongqing are mostly located in large and medium-sized cities and economically developed areas and radiate to remote areas to facilitate contact, assembly and organization of activities.
