当前,国有企业的体制转换和结构调整仍然处于攻坚阶段,改革过程中逐步暴露出来的深层次矛盾和问题,主要有以下几个方面:一.规范的现代企业制度尚未完全建立是否建立起规范的现代企业制度,是判断国有企业改革成功与否的重要标志。虽然大多数国有企业已经进行了公司制改革,不少企业建立了现代企业制度的基本框架,但离规范的现代企业制度还有不小差距。一是法人治理结构不完善。突出表现为不少国有企业还没有进行公司制改革,没有建立董事会。国资委监
