昆山是江苏的一个省辖县级市,地处上海与苏州之间,地理位置优越,水陆交通方便。总面积921平方公里,有20个镇,466个村,总人口57.2万人,耕地面积70万亩,水面30万亩。1985年对外开放,1989年撤县设市。设想到2000年,把昆山基本建成一个现代化的中等城市。 一、现状分析 党的十一届三中全会以来,昆山城乡经济发展迅速。1981年到1991年的10年间,国民生产总值年均增长24%、1991年,国家统计局公布的全国经济总量百强县(市)中,昆山列第24名。1992年,国民生产总值43.66亿元,人均7656元。在国民生产总值中,一、二、三次产业所占比重,分别为12.47%、56.25%和31.28%。参照国家统计局1990年颁布的标准,昆山城乡已经达到小康水平。 1、人均国民生产总值。按照1990年价格计算,小康标准为人均2400元,昆山已经大大超过这个水平。 2、三产比重。1992年,昆山第三产业占国民生产总值的比重超过30%。与国家确定的36%小康标准虽有一些差距,但差幅不大。从发展趋势看,第三产业潜力较大,今后的增长将高于第一、二产业。 3、人均年生活收入。国家统计局设定的小康标准为城市2380
