NEW HONG KONG POLICE CHIEF


  Tang Ping-keung was appointed new commissioner of police of Hong Kong Special Administrative Region (HKSAR) by the State Council, China’s cabinet, on November 19, replacing Lo Wai-chung.
  Born in 1965, Tang has served in the Hong Kong Police Force for over 30 years after graduating from the Chinese University of Hong Kong in 1987. He has extensive experience in criminal investigation, international liaison and operational command. The decision was made in accordance with the Basic Law of HKSAR, and was based on the nomination and suggestion of HKSAR Chief Executive Carrie Lam.
  In an HKSAR government press release issued on November 19, Lam expressed her confidence in Tang in meeting the challenges ahead.

Valuable Lessons

  In 1999, China issued measures to advance the growth of its less developed western regions, which were later known as the Western Development Strategy. After two decades, these areas have changed dramatically and have said goodbye to poverty, desolation and backwardness.
  For example, Chongqing Municipality has become an online celebrity city. Sichuan Province, which was dependent on the export of its labor, now attracts more DIY makers. Guizhou Province, which was known for its rough terrain, has overcome geographical difficulties and developed highways in every county. From 1999 to 2019, the GDP of China’s western regions increased from 1.58 trillion yuan($224.5 billion) to 18.4 trillion yuan ($2.6 trillion).
  Valuable lessons have been acquired during this drive.
  First, economic growth should be based on environmental protection. Some companies contaminated the environment to seek economic gain in the early years of development. But this short-sighted practice was later curbed and corrected. Now environmental conservation is high on the agenda of local governments.
  Second, opening up wider should be valued for further development. Xinjiang Uygur Autonomous Region, which borders eight countries, tapped into its geographical advantages by building its capital Urumqi into a regional medical center.
  Third, western regions should focus on high-quality development. They should also seize the opportunities to achieve industrial upgrading and leapfrog development.

Better Public Service

  As a megacity with a population of over 20 million, Beijing faces multiple challenges and difficulties in urban governance. To improve refined management and provide better public services, the Beijing Municipal Government opened a government service hotline 12345 and established a mechanism of instant response to complaints. This move has not only addressed life problems but also acquired useful experiences.   Citizens in Beijing can call 12345 to consult on policy information, complain about poor public services and report illegal construction, etc. More than 500 telephone operators are on duty 24 hours a day to ensure every issue gets dealt with. After receiving complaints, operators send them directly to relevant towns, streets, bureaus or public service enterprises. They then supervise and urge the process on to make sure people’s concerns are addressed.
  According to the priorities, complaints must be replied to respectively within two hours to 15 days. For problems that cannot be solved in a short time, operators should explain the situation carefully to complainants.



  From January 1 to October 25, 5.41 million calls were received from the public. More than 70 percent of the callers expressed their satisfaction with the handling of their appeals. Based on the big data of these calls, the Beijing Municipal Government sorted out high-frequency problems and took active measures. As a representative of a megacity, Beijing’s efforts in refining management could provide valuable experience for other cities.

Chaotic Medical Cosmetic Industry

  With a compound annual growth rate of over 20 percent in recent years, China’s medical cosmetic market has become the second largest in the world. Although it is booming, the market is chaotic and disordered. For example, many practitioners were informally trained and some products meet no standards.
  The root problem is that the medical nature of this sector is diluted. For many people, there is no difference between a hair transplant and a manicure. Generally speaking, the beauty industry is divided into two categories, life cosmetology and medical cosmetology. The former consists of procedures like improving the skin by moisturizing or water-locking techniques and is not traumatic or invasive. The latter is traumatic and invasive, and includes double eyelid surgery and rhinoplasty.
  It is clear that medical cosmetology procedures must be under the supervision of medical departments. That means these organizations should not operate without medical license and people without qualifi cations should not be allowed to engage in the industry. Hence, the medical nature of medical cosmetics should be emphasized and made clear. Only by doing so will people understand which procedures can be done in cosmetic salons and which cannot.   Going forward, the number of medical cosmetic institutions will continue to grow due to brisk demand. Promoting high-quality development and protecting people’s legal rights will test the management ability of relevant departments.

CHINESE ENTREPRENEUR ON THINKERS50 LIST


  Zhang Ruimin made the 2019 Thinkers50 list, the well-known ranking of global business thinkers, which was announced on November 18. Another Chinese entrepreneur, along with representatives from 15 countries and regions, also made the new Thinkers50 ranking.
  Born in 1949, Zhang, Chairman of the Board of Directors and CEO of Haier Group, made the list for the third time, ranking No.15 this year.
  Zhang became director of the then Qingdao Refrigerator Factory in December 1984 and CEO of Haier Group in December 1991. He became a world-renowned entrepreneur, creating a unique, innovative, evolving business model that fuses management philosophies from both the East and the West.
  Thinkers50 was launched in 2001 by Des Dearlove and Stuart Crainer, British experts and commentators on management thinking. Every two years, they publish the global ranking of the 50 most influential business thinkers.
