近年来,中国农村电子商务风起云涌。作为新兴业态,农村电子商务利用农产品上行模式拓展“大众创业,万众创新”新空间,既实现了国家发展战略与区域精准扶贫深度耦合,又促进了互联网金融在农村地区落地生根,一定程度上,改善农村地区经济社会发展状况,增进了社会整体公共利益。开展民族地区农村电商发展实证研究,既有利于激励探索民族地区又好又快发展道路,又利于促进典型地区农村电商经验的示范效应和带动效应发挥。文章以秭归脐橙产业电子商务为例,探究当前我国贫困民族地区农村电子商务发展现状,凝练其代表性经验,揭示其发展短板,并提出促进贫困民族地区农村电商特色治理的政策建议,以期为我国其他特困地区、民族地区发展政策调适提供实证性支持。
In recent years, e-commerce in rural China has surged. As a new business model, rural e-commerce expanded its “new ventures for entrepreneurship and innovation” with the upward model of agricultural products. This not only achieved a deep coupling between national development strategy and regional poverty alleviation, but also promoted the emergence of Internet finance in rural areas. To a certain extent, Improve the economic and social development in rural areas and enhance the overall public interest in society. Carrying out the empirical research on the development of rural electricity suppliers in minority areas is not only conducive to inspiring the sound and rapid development of ethnic minority areas, but also conducive to promoting the demonstration effect and driving effect of rural electricity supplier experiences in typical areas. Taking Zigui’s navel orange industry e-commerce as an example, this paper explores the present situation of rural e-commerce development in impoverished ethnic areas in China, concludes its representative experience, reveals its shortcomings in development, and proposes policy proposals to promote the governance of rural e-commerce in impoverished ethnic regions. It provided empirical support for the adjustment of development policies in other special hard-hit areas and ethnic minority areas in China.
