1997年岁末将至的11月,从总部设在华盛顿的世界银行传来消息:来自中国的章晟曼出任世界银行常务副行长。世界银行自1945年12月成立以来,章晟曼是第一个担任如此高级职务的中国人。浙江绍兴籍的章晟曼,1957年在上海出生,毕业于复旦大学,在加拿大麦基尔大学获经济硕士学位。学成归来,分配到中国国家财政部工作。两年后调世界银行总部工作。任中国执行董事助理。1987年,章晟曼又回到国内工作了五年左右,先后在财政部外事司、世行司担任副处长、处长和副司长等职。1992年,章晟曼再次调到世行总部华盛顿,任中国执董办副执董。1994年升任中国执董。1996年1月1日,新年的钟声敲响之际,39岁的章晟曼走马上任世
In November 1997, when the end of the year approached, news came from the World Bank headquartered in Washington DC: Zhang Shengman from China took the position of executive vice president of the World Bank. Since the establishment of the World Bank in December 1945, Zhang Shengman was the first Chinese to serve in such a high-level position. Zhang Shengman, a native of Shaoxing, Zhejiang Province, was born in Shanghai in 1957 and graduated from Fudan University with a master’s degree in economics from McGill University in Canada.
