设备是企业发展生产实现经营目标的物质技术基础,加强设备管理是实现经营承包的重要环节。但长期以来形成了重生产轻没备的思想,特别是企业实行承包后,出现了只顾眼前的利益,片面追求产值、利税而拼设备的现象。为了控制这种短期行为,必须在承包条款中加上设备管理的经济技术指标。主要是千元产值设备维修费、装备水平升级率和事故故障停机率,同时要有发生重大设备事故算承包失败的条款。这样在实行承包时,促使企业在设备管理上下功夫,从而为企业实现经济承包打下了良好的物质技术基础。
Equipment is the material and technological basis for the development and production of an enterprise to achieve its business objectives. Strengthening equipment management is an important part of realizing business contracting. For a long time, however, the idea of re-producing light equipment was formed. In particular, after the contracting of enterprises, there emerged the phenomenon of striving for the immediate interests and unilaterally pursuing output value, profits and taxes, and spelling out equipment. In order to control this short-term behavior, the economic and technical indicators of equipment management must be added to the contract provisions. Mainly a thousand yuan output value of equipment maintenance costs, equipment upgrades and accident failure rate downtime, at the same time have a major equipment accident count contract failed. This is the implementation of the contract, prompting enterprises to make efforts in equipment management, so as to achieve economic contract for enterprises to lay a good material and technical foundation.
