Expanding Social Welfare
Ghana has expanded its School Feeding Program, one of its social protection programs, to cover all its 170 district assemblies to reduce hunger and malnutrition among schoolchildren, according to the Ministry of Local Government and Rural Development. The program has culminated in the increase of beneficiary schools from 10 in 2005 to 4,209 in 2011/2012 across the country. Meanwhile, Ghana had also expanded coverage of the Livelihood Empowerment against Poverty with a total of 71,456 school children profiting from the cash transfers of the social protection program. Ghana is the first country in Africa to achieve the UN Millennium Development Goal 1.
Positive investment
China is an important source of investment and finance, and African countries need the positive investment to develop their natural resources and infrastructure, said Keith Jefferis, former Deputy Governor of the Bank of Botswana recently. He said it is quite normal for Chinese companies to seek chances of investment abroad as they grow together with the booming economy. “I don’t agree that China’s investment in Africa has something to do with ‘new colonialism’ or ‘pillage of natural resources.’ It is more economic rather than political,” Jefferis said.
Key tourism source market
Chinese tourist arrivals so far this year have grown by 73 percent when compared to the same period in 2011, building a solid foundation for future growth,according to Bradley Brouwer, Regional Manager of South Africa Tourism (SAT) for Asia and the Pacific recently. China has been identified as a key emerging source market for international tourist arrivals to South Africa, showing characteristics of a mature travel market. he said flourishing bilateral ties in the coming years would inject more vigor into local tourism, which took a favorable turn in 2009 when South Africa was granted approved destination status by China.
UN security council seat
Rwanda is to become one of five new non-permanent members of the United Nations Security Council. The decision to grant a two-year position in the 15-member council was taken at a meeting in New York on October 18.
The other countries are Argentina, Australia, Luxembourg and South Korea. The vote was not without controversy as the Democratic Republic of Congo, Rwanda’s neighbor, opposed the decision, claiming Rwanda supports an ongoing rebellion again the DRC. Rwanda will take the seat currently filled by South Africa on January 1, 2013.
Double cocoa production
Nigeria will double its production of cocoa, one of its major export crops from 250,000 to 500,000 tons by 2015, said its Ministry of Agriculture recently, adding that 3.6 million hybrid cocoa pods would be distributed free to cocoa farmers in the country to meet the target. Calling on the private sector to partner with the government in exploring the opportunities in cocoa production, the ministry said intensification of efforts toward adding value to cocoa in the country would enable it to be a key player in international cocoa business.
Bridge Building
A3-km bridge with an investment of$725 million under Mozambique-China cooperation started construction recently in the capital Maputo. This project is estimated to generate 2,000 jobs. Mozambican President Armando Guebuza highlighted the importance of the bridge to the development of the districts. The project will last 30 months and will be done by the Chinese Road and Bridge Corp.The bridge across Maputo Bay will connect the capital to Catembe, and includes paving the 120-km road between Catembe and Ponta do Ouro, a popular tourist resort which borders South Africa. That would also connect Maputo to Durban, the continent’s busiest port.
Sport law
Kenya will enact a sport law by the end of December in order to provide an anchor for the sports policy, according to Commissioner of Sports Gordon Oluoch. He said the sport law should be in place by December, so that the sport policy can be operationalized. “The law will provide the legal provisions to enforce the sport policy so that Kenyans can begin to benefit from it,” he said. The sport commissioner added that the legislation will also establish the National Sports Authority which will govern all sport activities in the country.
Judicial reform
The Chinese Government in October issued a white paper on the progress made in enhancing justice and protecting human rights. The white paper, the first of its kind, says that the ultimate purpose of judicial reform is to improve social fairness, justice and human rights. Improving human rights is vital, the white paper says, citing a 2012 amendment to the Criminal Procedure Law. In terms of protecting human rights, effective measures are being taken to deter and prohibit the obtainment of confessions through torture, protect the rights of criminal suspects and defendants and protect the right of attorneys to do their work. Measures are also being taken to strictly control the use of the death penalty.
Educational inspections
The Chinese Government published the Regulation on educational Inspections recently, aiming to improve quality and fairness in education. Inspections will focus on the management of faculty, safety and hygienic conditions, compulsory education and the fair distribution of education resources, the regulation states. It also gives inspectors authorization to review the financial records of schools within their jurisdiction.
R&d Targets
China aims to become a world technological power by 2049 and strives to be a leading nation in innovation and scientific development, according to a document released by the Central Committee of the Communist Party of China and the State Council, the nation’s cabinet, giving opinions on “deepening technological system reform and accelerating national innovation system construction.” The document sets the goal for the country to be “in the ranks of innovative nations” by 2020. China’s R&D funds nationwide should reach 2.2 percent of its GDP during the 12th Five-Year Plan (2011-15) period, and more than 2.5 percent by 2020, it says.
