宁城县地处辽宁、河北、内蒙古三省区交界处,是全国675个重点火险县之一,一旦发生火警、火灾,极易形成省界火和县界火。加上森林资源丰富,易燃材种多,高火险天气日数多(110～130天),人口密度大,防火设施设备基础薄弱(全县仅有三座望火楼),瞭望面积仅占总有林面积的1/3,通讯网覆盖面低等因素,防火形势十分严峻。
