科技是促进现代生产力发展的重要力量。市场竞争归根到底是科技竞争,科技竞争归根到底是人才竞争。华北石油管理局钻井工艺研究院作为油田的钻井技术支撑单位,我们依靠事业留人、待遇留人、感情留人,不断加强人才培养,大力推动技术创新。(一)放手让年轻人员承担科研课题我院本科以上学历的人员占职工总数的48.8%。2002年以来,全院共承担集团公司、管理局和院级科研课题86项,其中本科以上学历人员担任项目负责人的77项,占87%以上,有18项科研成果获得各级奖励,既增加了这些人员的工作压力,也满足了他们的成就感。按照课题级别,实行不同标准的科研项目岗位补贴,让他们得到应有的报酬。认真推荐评选各级专家,实行动态管理,建立激励机制。落实研究生协议工资政策,享受比较优厚的工资待遇。
