今年３月６日，上海代表团张仲礼代表领衔提交的关于尽快制定《电子商务法》的议案，被九届全国人大三次会议秘书处编为第一号议案。在世界范围内，信息产业已经成为新的经济增长点，网络文化对经济和社会的影响越来越大，随着中国“入世”的临近，需要对这个领域加以重点关注。在电子商务中所涉及的许多情况都是过去传统贸易方式下没有遇到过的，如何规定、界限和规范电子商务行为，需要及早立法解决。
On March 6 this year, the motion on the e-commerce law drafting as soon as possible submitted by Zhang Zhongli, head of the Shanghai delegation, was compiled into the first resolution by the secretariat of the Third Session of the Ninth NPC. In the world, the information industry has become a new point of economic growth. The impact of cyberculture on the economy and society is growing. As China’s accession to the WTO is approaching, it needs to pay more attention to this field. Many situations involved in e-commerce are not encountered in the traditional trading methods in the past, how to define, limit and regulate e-commerce behavior, the need for early legislative settlement.
