In 1963, the U.S. Army proposed two preliminary design requirements for the “Naiji-Ⅱ” and subsequent “Hawke” ground-to-air missile follow-up models. The first requires that operations and maintenance personnel be minimized. The second requires that the tactical and technical performance of the weapon system be compatible with the aerial threats of the 1970s and 1980s. After 17 years of hard work, it is now fully realized from the perspective of weapon system performance. At the same time, on the basis of the above two requirements, two research plans for surface-to-air missiles were proposed. The first one is the “Army Ballistic Missile Defense System.” (FABDMS) and the second is the 1970’s Air Defense System (AADS-70).
