俄罗斯是经济转型国家。20世纪90年代初由于政治动乱、联盟解体等原因,加之实行所谓“激进”的“休克式”的经济改革,导致经济大幅度滑坡,企业普遍亏损,失业人数剧增,人民生活水平急剧下降,安全生产条件恶化,工伤事故和职业病人数不断增加,整个国民经济进入全面危机时期。随着经济的复苏,俄政府在职业安全与健康方面采取了一系列措施,如加强法制建设,健全职业安全与健康管理机构,增加安全投入和职工培训等,促使职业安全与健康状况有所改观。
Russia is an economy in transition. In the early 1990s, political instability and the dissolution of the alliance led to the so-called “radical” “shocking” economic reforms that led to a drastic economic decline, a general loss of enterprises, a sharp increase in the number of unemployed people and a sharp decline in people’s living standards. The deteriorating conditions of work safety, the number of work-related accidents and occupational diseases have continuously increased, and the entire national economy has entered a period of full crisis. With the economic recovery, the Russian government has taken a series of measures in terms of occupational safety and health, such as strengthening the legal system, improving occupational safety and health management institutions, increasing safety inputs and training of workers and staff, prompting changes in occupational safety and health conditions .
