公共服务合同制购买作为政府购买公共服务的主导方式,在具体运作过程中,存在不透明不公正竞争风险、购买主体失信风险、承接主体竞取承包权风险、合同签订前的逆向选择风险、合同签订后的道德风险等多重风险。只有让政府站在维护公共利益的立场上,从推进招标的公开透明、确保政府的公正无偏私、对投标方的相关信息进行搜集、对合同内容做出深入细致准确的约定、对合同的执行加强监管等方面寻求风险防范之道,才能实现我国公共服务合同制购买的健康持续发展。
