2005年6月WCO第105/106届年会通过了《全球贸易安全与便利的标准框架》(以下简称《标准框架》)一揽子文件。《标准框架》被誉为世界海关应对21世纪挑战的发展蓝图,得到大多数成员的支持和响应,到目前为止,WCO总共166个成员中已经有132个成员签署了实施意向书,我国也是首批签署意向书的成员之一。目前,美国、欧洲等一些发达国家正在修改国内有关法律,准备正式实施《标准框架》。在可预见的将来,《标准框架》对世界海关的运作模式以至对国际贸易的影响将越来越大。
June 2005 WCO 105/106 Annual Meeting adopted the “Global Framework for Standardization of Trade Safety and Convenience” (hereinafter referred to as the “standard framework”) package of documents. The “Standard Framework” is hailed as the blueprint for the world’s customs to meet the challenge of the 21st century. It has been supported and responded by most members. So far, 132 of the total 166 WCO members have signed the letter of intent for implementation, and our country is also the first batch Signed a letter of intent. At present, some developed countries, such as the United States and Europe, are now revising relevant domestic laws and preparing for the formal implementation of the “standard framework.” For the foreseeable future, the impact of the “standard framework” on the mode of operation of the world’s customs and even on international trade will grow.
